Discussion
The RFA has been providing fire and EMS services to the City of Mountlake Terrace since 2001, with the current 20-year ILA starting in 2005.
On January 12, 2023, Mountlake Terrace City Council unanimously approved a Resolution requesting annexation into the RFA. The Board of Commissioners at the January 10th special meeting review and discussed the Amended and Restated Plan for South County Fire & Rescue Regional Fire Authority in anticipation of the City’s passage of the resolution requesting annexation. The pre-annexation agreement purpose is to implement the RFA Plan to ensure a smooth and seamless transition of services and responsibilities from the City to South County Fire. This is the initial discussion on the pre-annexation agreement with the City of Mountlake Terrace.
Steps for annexation below:
• City adopts resolution requesting annexation.
• City sends resolution to SCF
• City and RFA meet to discuss terms and conditions of annexation, including revisions to RFA Plan and interlocal agreements necessary to effectuate annexation
• Perform SEPA review
• Governing Board of SCF would adopt a resolution to (i) amend the RFA Plan, if necessary, to deal with the requested annexation and (ii) grant the request of the City to annex
• City holds election. Simple majority required for approval
Note on Boundary Review Board: Legal Counsel has concluded that the annexation of a City into SCF would not be an action that would need to be filed with the BRB.
